Increased the log level for messages that are not very annoying and help to keep the track of events.
--working_shared_trackers_limit -> --shared_trackers_limit --working_shared_trackers_limit_per_protocol -> --shared_trackers_limit_per_protocol Also modify the help messages so that they were more consistent with how the code really works.
